UK prison service collapse: Causes and consequences

Introduction

Fears are mounting about what will happen to the UK’s prison service, already reeling under severe pressure. There are several parts that, when combined together lead to a situation that is impacting the effectiveness of the correctional system. Severn things to account for incapacitation such as overcrowding, staff short falls and building problems. This article analyses the reasons for which that prison service failed in the United Kingdom, with an exploration of what might have been and where we are as a result.

Causes of the Collapse

Crowded: The battle against overcrowding is perhaps the most infamous challenge faced by prisons in the UK. The number of people we are locking up has been growing at an alarming rate, sometimes to the point where the buildings intended for a certain-sized population cannot hold all who have committed some transgression. Overcrowding has forced two or even three people to use empty cells intended for one. There are possible chances to tackle violence, reform efforts at rehabilitation of inmates, reduce stress and offer better space.

Inadequate Staffing: Another important factor contributing to the inadequacy of the jail service was under-staffing. Budget constraints and. difficulty retaining staff have led many correctional facilities to operate with fewer officers than they need. This has created high turnover among jail administrators, which along with poor pay and working conditions as well as safety problems further exacerbating the crisis. This places stress on staff and issues in managing the inmate population like forcing them back into a general unit to help with dorms — which could make conditions unsafe again.

Funding Squeeze: The UK government has been struggling with austerity for the last decade or so, and its budget cuts have hit the judiciary hard. Budget constraints have decreased funding for programs that provide repairs, maintenance services and the like. These are important resources for inmates so that they can function normally in society when they get back out.

Increase in Violent Incidents – Prisons are now hazardous working environments, the combination of overcrowding and inadequate staffing levels has turned them into powder kegs. Violent outbursts — assaults on staff by inmates and vice versa have surged. The issue we have created for drug related incidents, particularly narcotics where now even prisons are turning into unsafe locations with the increased threats posed to both inmates and staff.

Rehabilitation Programmes Failing: The penal system was designed to rehabilitate offenders but this task is becoming harder and harder. Consequently, rehabilitation is very unlikely because of the overcrowded conditions, a lack of access to education and mental health support. Under-funding created gaps leading to higher recidivism, because post-prison parolees often are released without the proper resources they need for successful re-entry into society.

Aging Infrastructure – The majority of the correctional facilities in UK are devoid of the necessary infrastructure requirements needed to execute their basic function. They are difficult to sustain and require new facilities. The substandard infrastructure contributes to decreased quality of life for inmates and makes it difficult, if not impossible, for staff members to operate in this environment safely or effectively.

Consequences of the Collapse

Higher Crime Rates: A correctional system that does not effectively reduce the likelihood of recidivism amongst inmates could result in an increase (rather than decrease) in criminal activity rates. This means that people who are released will be more likely to reoffend, increasing the risk of harm to service users.

Worsening Conditions: the system is facing BIG problems, therefore conditions in correctional facilities are likely to get worse. It could see riots, self-harm and suicides among prisoners soar, creating a ‘humanitarian crisis’ in the prison system.

Strain on the Judicial System — The failure of 8 correctional services will place even greater pressure consistent with capita ation, already under significant strain. For example, if a judge is persuaded that prisons are not up to scratch for the purposes of protecting or reforming offenders then they will be more cautious about imposing custodial penalties. The consequence might be different, possibly community service or an electronic monitor which would not work for every offending party.

Cost: The declining conditions of the prison system could have significant implications for the economy. The authorities are battling with worsening fiscal pressures attributable to these variables: increased incidence of unsolicited activities, re-entry rates and southern cost for handling hazardous packed facilities. The short-term cost savings from budget cuts may not be enough to offset the long-term price associated with failing to rehabilitate offenders.

Loss of Confidence: Failure to achieve their objectives might cause loss in public confidence on the criminal justice system. If the public decides that an apparatus is insufficiently just when it comes to punishing and rehabilitating bad perpetrators, it might demand more draconian sanctions instead, thus making the disconnect even worse.

Conclusion

An ineffective correctional institution will also lead to a decrease in public trust in the criminal justice process if it fails at what is meant to do. The lack of confidence in the system effectively punishing and correcting offenders is likely to result in public calls for harsher sentencing, thereby worsening the situation.

Without a high level of success, public trust in the criminal justice system was likely to decrease. If the wider public think that such a network is not adequate in punishing and rehabilitating offenders, it will lead to calls for harsher sentences which could make things worse.
