Tensions at Bangladesh-India border

The Bangladesh-India border, which measures more than 4,000 kilometres, has been a constant cause of disputes and negotiations through the years. Tensions have been rising over the past few weeks after India started erecting barbed wire fences in areas along the border previously without fencing, including the districts of Lalmonirhat, Naogaon and Chapainawabanj. Since Border Guard Bangladesh (BGB) has strongly opposed this step, the area has created an environment of anxiety.

Background of the Issue
The agreement between the two countries allows India to erect fencing on its own land. The fencing, according to Indian officials, aims to prevent illegal cross-border activities, improve security, and maintain order in sensitive areas. They argue that their stance is in accordance with the reasons for bilateral cooperation and, moreover, that they are acting on Indian soil.
Bangladesh, however, stated that the construction was too close to the zero line of the border. International border management norms mandate that no permanent construction can take place within 150 yards of the zero line without mutual consent. Bangladeshi officials contend that the current construction works violate these guidelines and go against the spirit of the pacts between the two governments.

The Local Anger, the Civilians and the War
The struggle has also fuelled anger among residents on both sides of the border. The current landscape is volatile, with the built-up border forces menacingly surrounding those who have gathered to sympathise with them. For these communities, the border is more than just a line; it is a space of economic and social relations. However, constructing a barbed wire fence threatens to raise these dynamics, aggravating resentment, and anxiety.


Diplomatic Fallout

The standoff has led to diplomatic communications between the two countries. Bangladesh and India have summoned each other’s high commissioners, to convey their protest and explain their positions. India’s Ministry of External Affairs reiterated that opposition to the fencing initiative was contrary to the spirit of good relations and cooperation between the two neighbours. Alternatively, Bangladesh’s Ministry of Foreign Affairs emphasized the need to comply with existing border management practices to prevent a new cycle of escalation.

What it Means and Where to Go from Here

The ongoing stall could evaluate the historically friendly ties between Bangladesh and India, characterised by trade, connectivity, and counter-terrorism partnerships. Persistent tensions could also affect cross-border economic activities and the livelihoods of border communities.
Both countries should respond to the escalation with efforts at dialogue as well as with careful consideration of gestures that can lead to a mutually acceptable solution. The Joint Border Working Group, created to deal with these disputes, could further its work in constructive dialogue between the two countries. To build trust and cooperation, there should be transparency over border management activities and respect for agreed-upon norms.
